This razor was made especially for Mental Hospitals or Prisons where the inmate would not be granted access to a razor blade. The guard would come around and use the key to unlock the top cap so that a blade could be inserted into place before use by the inmate. This razor does not have key as they were supplied 10 razors to 1 key.
